Contracts & Purchasing

The Procurement Department’s responsibility is to competitively purchase a wide variety of goods and services such as office supplies, stoves and refrigerators, electrical, plumbing, painting supplies, janitorial supplies, vehicles and various construction items. CTHC also procures general and professional services including insurance, landscaping, pest control, and architectural/engineering services.

The Procurement Department is located at 700 West Calhoun, Temple, Texas, 76501, and parties interested in how to do business with CTHC may reach us at (254) 773-2009. Our business hours are 7:30 a.m. to 5:30 p.m., Monday through Thursday, and 8:00 a.m. to 12:00 noon on Friday.

Solicitations

Competitive Solicitations – Competitive procurement is conducted for purchases exceeding $50,000 by either sealed bidding or competitive proposals.

Sealed Bids – Contracts exceeding $50,000 are awarded using sealed bidding. All construction bids must be accompanied by a bid guarantee (Bid Bond) which shall not be less than five percent (5%) of the amount of the bid. The successful bidder prior to execution of any contract shall also submit a performance bond and payment bond of 100% of the contract price.



Small Purchases – For purchases between $3,000 to $50,000 ($2,000 if Davis Bacon project), two quotes shall be solicited. Quotes must be in writing and received by fax, email, mail or personal delivery. If included in project specifications, a bid bond of no less than 5% of the bid amount will be required.

Micro Purchases – For purchases less than $3,000 ($2,000 if Davis Bacon project), buyers may procure the supplies or services from single vendors using a rotation basis.

Advertisement – Invitation for Bids (IFBs) and Requests for Proposals (RFPs) exceeding $50,000 are advertised in the Legal Notices section of the Temple Daily Telegram. They are also posted on this site and in the CTHC lobby.

Drawings/Specifications – Generally, fees for drawings/specifications are stated in IFB advertisements and vary by project. Payment must be received prior to issuance of drawings/specifications.

Bids and/or proposals offered must be submitted on CTHC forms.

CTHC’s Procurement Department maintains a bidder’s list for entities interested in doing business with us.

CTHC also actively reaches out to Section 3 businesses, Minority Business Enterprises (MBEs) and Women Business Enterprises (WBEs) to fulfill our policy of promoting opportunities for such businesses.
